Sewer Permit Requirements

A Sewer Permit is required for any sewer improvement, repair, or new connection to the District’s sewer system. The permit process begins when you submit a Sewer Permit Application and is completed only after the District performs and approves a field inspection.

New sewer services may NOT be connected to the system before a permit is issued.

Property owners are responsible for contacting the District to obtain a NORSD Sewer Permit before connecting to the sewer line. Per District Ordinance 1.09:

“Construction of a service connection, extension, or improvement prior to making application and paying all charges in accordance with the District Ordinance is not permitted. Any person doing so is guilty of a misdemeanor.”

Illegal connections are subject to penalties. Contact the District office before connecting to avoid violations and additional charges.

Steps in the Sewer Permit Process

1. Submit Plans for Review

Upload your plans so the District can determine the applicable capacity fee required for permit issuance.

2. Complete the Sewer Permit Application

Fill out the Sewer Permit Application Form located on the Sewer Permit Application page. All fields must be completed for the application to be processed.

3. Pay Required Fees

Submit payment to the District office in person or by mail. Payments must be made by cash or check only.

Fees include:

  • Permit Fee: $100 (includes up to 2 inspections)
  • Capacity Fee: $9,922.83 per SFRE starting July 1, 2025
    • SFRE varies by user classification. Download the “SFRE Capacity Fee” file for details.

4. District Review and Permit Issuance

Once processed, the Sewer Permit will be emailed to the Contact Email listed on your application. Review the permit carefully and notify the District if corrections are needed.

5. Request a Sewer Inspection

All permits require a field inspection. When your project is ready, submit a Sewer Inspection Request using the form on the Sewer Inspection Request page. All fields must be completed for the request to be scheduled.

6. District Inspection

Inspection results will be emailed to the Contact Email provided. If the inspection is not approved, you must submit a new Sewer Inspection Request. After two failed inspections, an additional permit fee will be required.
